In mid-December of 1878 the committee filed its first report, proposing to retain the basic structure of the then-existing 1849 Constitution's corresponding article X by addressing in section 1 the issue of amending the Constitution by a vote of the people, and by addressing in section 2 the issue of revising the Constitution by calling a convention.  Regarding section 1 and the process of amendment, the committee proposed to require a two-thirds vote of each legislative house on â€
