OPINION



APPEAL from the Superior Court of Riverside County. Robert W. Nagby, Temporary Judge. (Pursuant to Cal. Const., art. VI, § 21.) Reversed and remanded with directions.

Appellant C.W. (mother) challenges the juvenile court's judgment terminating her parental rights to her children Gabriel G. and Lorena W. (the minors) at the selection and implementation hearing held under Welfare and Institutions Code section 366.26.[1] Mother contends the judgment should be reversed because the Riverside County Department of Public Social Services (the department) failed to comply with the Indian Child Welfare Act of 1978 (ICWA). (25 U.S.C. § 1901 et seq.)


Statement of Facts and Procedure


The minors were removed from mother on April 18, 2005. The department filed a section 300 petition regarding the minors on April 20, 2005. The detention report states that mother indicated â€
