Richard R. (Father) appeals from an order terminating his parental rights pursuant to Welfare and Institutions Code section 366.26.[1]


I. FACTUAL AND PROCEDURAL BACKGROUND


In January 2005, R. V. came to the attention of the San Bernardino County Department of Children's Services (the Department) just after she was born because her mother, F. V., tested positive for methamphetamine. Father was interviewed and admitted that he had a history of drug use. Father said that he had a total of eleven children, five from a previous relationship and six (including R. V.) from F. V. He had a criminal history dating back to 1993, he lived â€
