This is the second time plaintiffs have asked us to invalidate Family Code section 297.5 because, they contend, it impermissibly amended Family Code 308.5 without voter approval, in violation of article II, section 10, subdivision (c) of California's Constitution. (Further section references are to the Family Code unless otherwise specified.)
