Plaintiff and appellant John Wright Mills appeals the judgment in favor of defendant and respondent Ken Betts, Inc., after the demurrer to his third amended complaint for conversion was sustained without leave to amend.
BACKGOUND
Complaint
Plaintiff's third amended complaint contains the following allegations:[1]
On May 20, 2004, he was driving his Toyota van when he was stopped by California Highway Patrol Officer McChesney because the registration sticker on his rear license plate had expired. He was â€
