Defendant George Ernest Rogers entered a negotiated plea of no contest to possessing heroin (Health & Saf. Code, § 11350, subd. (a)) and misdemeanor giving false information to a police officer (Pen. Code, § 148.9, subd. (a)).


In addition to other fines and fees, the trial court imposed a $40 court security fee under Penal Code section 1465.8. That section provides: â€
