L. M. (Mother) challenges an order of the Contra Costa County Superior Court, Juvenile Division, which set a hearing under Welfare and Institutions Code section 366.26[1] to select a permanent plan for Sara M. (born June 2004). We deny Mother's petition on the merits.[2]
Background
The Contra Costa County Bureau of Children and Family Services (Bureau) placed Sara in protective custody soon after her birth, when both Mother and Sara tested positive for amphetamines. Its initial petition, filed June 15, 2004, sought dependency jurisdiction for Sara under section 300, subdivision (b). The juvenile court, on July 9, 2004, established jurisdiction after sustaining amended allegations that Mother had a serious and chronic substance abuse problem impairing her ability to care for Sara, and that Mother had not been able to care for two other children, who were Sara's older half-siblings now in the custody of their father.
On September 8, 2004, the court entered a dispositional order directing Mother to comply with the reunification plan adopted in that order. This plan required: that Mother participate in individual counseling; that she complete a residential drug treatment program and participate in after-care services; that she refrain from illegal drug use and submit to random drug testing; that she complete a parenting course; and that she â€
