INTRODUCTION


Alexander and Michael O., through their guardian litem Sandra N., suing on their own behalf, appeal from a dismissal order entered after a demurrer filed by defendant County of Los Angeles (County) was sustained without leave to amend. We conclude that all of appellants' claims are time-barred and affirm.


FACTUAL AND PROCEDURAL BACKGROUND


It is alleged that appellants are twin sons born to defendant Matthew O. and their mother and guardian ad litem Sandra N. in September 1993. Father and mother were divorcing. Father physically and sexually abused appellants and caused them mental and emotional injury and suffering beginning in 1998. In 1998, the County began investigating suspected physical and sexual abuse of appellants by father in response to reports made by mother, other â€
