Defendants and Appellants City of Corona (City), the members of the City Council of the City, Karen E. Stein, Janice L. Rudman, Darrell Talbert, Jeff Miller, Jeffrey P. Bennett, and Keith Clark, the building officer of the City (collectively, defendants) appeal from a judgment entered in favor of Plaintiff and Appellant George C. Jenkins (Jenkins), and from the trial court's denial of their motion to vacate the judgment. Jenkins cross-appeals from the same judgment, from various rulings made by the trial court during the trial, and from the court's denial of his motion for attorney fees under Code of Civil Procedure section 1021.5. For the reasons set forth below, we shall reverse the judgment.
