INTRODUCTION
Erin P., mother of minor P. M. (Mother), files this petition for extraordinary writ under California Rules of Court, rule 38.1 seeking to vacate the order setting a hearing under Welfare and Institutions Code[1] section 366.26. She claims that she was denied adequate reunification services because an intercounty transfer of the case was not effected within the time limits specified in the California Rules of Court. Mother also asserts that the Contra Costa County Children and Family Services Bureau (Bureau) improperly delegated case management by â€
