The court's task in construing a statute is, of course, to ascertain the Legislature's intent to effectuate the purpose of the statute. (Renee J. v. Superior Court (2001) 26 Cal.4th 735, 743.) To that end, the various parts of a statutory enactment must be harmonized by considering the particular clause in the context of the statutory framework as a whole. (Ibid.)
