This statutory scheme, we conclude, reflects an intent
to promote district chartered schools and local oversight while allowing for
limited exceptions. Section 47605.8 is
one such exception, permitting the establishment of a charter school with no
geographic restrictions only if it offers instructional services of a statewide
benefit and only if that benefit would be frustrated if it operated its schools
under district (or county) charters.
