Appellant Melissa R. (mother) is the mother of Christopher, born January 2004, and Sabrina, born September 2002 (the minors). The minors were declared dependent children after Christopher tested positive for methamphetamines at birth. In this appeal, mother challenges the juvenile court's decision to deny her Welfare and Institutions Code section 388[1] petition alleging changes in circumstances and asking for the minors to be returned to her. Mother also challenges the juvenile court's decision to terminate her parental rights at the selection and implementation hearing held pursuant to section 366.26.
Statement of Facts
On January 8, 2004, the Department of Children's Services (department) filed section 300 petitions on behalf of newborn Christopher and 16-month-old Sabrina, after mother and Christopher tested positive for methamphetamines at Christopher's birth.
