Appellant Kimberly W. (mother) appeals from a juvenile courts order for an Interstate Compact on the Placement of Children (ICPC) evaluation. She argues that the ICPC order must be reversed. Mother also claims that if the case is remanded, it should be assigned to a different judge, since the judge below allegedly had already determined that her reunification efforts were doomed to failure.
