Vista Unified School District (VUSD) certified an Environmental Impact Report (EIR) and approved a project to build two new magnet high schools in the City of Oceanside (the Project). Several parties filed superior court actions challenging VUSD's approval of the Project, including the City of Oceanside (City) and County of San Diego (County). City and County alleged a challenge under the California Environmental Quality Act (CEQA)
