Defendant State of California Department of Transportation (Caltrans) appeals from an adverse judgment in this personal injury action brought by plaintiffs Shannon Moore and Kyle Anderson. Plaintiffs were injured when a passenger vehicle driven by Selena Ranney left the roadway and entered their Caltrans-supervised worksite.
